Unity Package Manager Error, Unitypackagemanager missing in the install process ?,Unity Package Manager Error, Unitypackagemanager.exe missing in 2019.2.8f1, 2019.3.0f6 ,2018.4.16f1.

IDK the reason, sending some help. I'm also reading same issue in the commnunity, none of them help :C Base on the error, Unitypackagemanager is blocked by my anti virus client, but no. I didnt use any of the anti virus apps, i also check the **server** file, it's empty :? . Maybe my Unity Package Manager has been delete in the install process.
